1.Daniel Stoica commit a patch that Move iec jenkins job in jjb/akraino-templates;
2.Talk about Akraino TSC F2F & 2020 Planning meeting;
3.Jingzhao continue to enable sonaboy on Arm Internal CI;
4.Jianlin commit a patch to fix issue that deploy cilium on latest image
