  1. The Akraino has an "upstream first" policy. Exceptions of this policy must be reviewed by the Upstream Sub-committee and approved by the TSC. Such exception could be discussed in the Upstream Sub-committee calls if more time is needed than a typical TSC agenda item.
  2. All Akraino Blueprints or Feature projects that contribute to upstream projects must complete the Upstream Dependency Matrix for their respective projects. And if a new upstream project is added to the Akraino for the first time, the related project should also complete the Upstream Project List table.  The tables should be completed at project induction time (for new projects) and refreshed at release time (for existing projects). 
  3. When multiple blueprints/projects depend on and/or contribute to a shared upstream, coordination discussion of their work is strongly encouraged. The coordinated work flow should be documented and published in the Upstream Sub-committee wiki so that it is open and transparent, and enables all Akraino community members to contribute when they have the needis a forum you can they could use to discuss and resolve problems.
